With a 35 year background in accounting, 32 of it spent directly in the banking industry, Charles brings a wealth of experience to the position of Chief Financial Officer at Rondout Savings Bank. As Chief Financial Officer, he is responsible for managing the accounting, investments, and funding areas of the Bank. Among other things, Charles is responsible for creating the bank’s operating budget and business plan as well as setting targets for its growth.

Charles’ path to the Chief Financial Officer seat began when he was 18 years old, working in the supplies department at the former Mid-Hudson Savings Bank. From there Charles went on to graduate in 1990 from SUNY New Paltz with a degree in Business/Accounting. The Poughkeepsie native went to New York City, where he worked for the United Bank of Kuwait for three years. He then held executive positions at Rhinebeck Savings Bank, a CPA firm in New York City and then Putnam County Savings Bank followed.

Charles is a board member for Gateway Hudson Valley and holds their First Vice Chair position, a board member for the NYBA Retirement System, member of the Uptown Kingston Transportation PAC Committee, and Charles recently joined the Anderson Center for Autism Board and serves on numerous committees.

Mr. Cullen lives in Hyde Park with his wife, Karyn and three children.
